another Dervish question:
The skill "Armor of Sanctity" has an effect that inflicts weakened condition on nearby foes. Is this a one time effect or does it lasts the whole duration of the enchantment?

It weakens enemies who are in range the moment the enchantment is cast, not later. It helps to have another enchantment, like Veil of Thorns or Shield of Force, to condition melee enemies who move into range later.

When you cast the skill, adjacent foes are afflicted with weakness for a period depending on the level of Earth Prayers when you cast it.

The 15 second duration of the enchantment itself is only applicable to the damage reduction clause.
